The EA Study was conducted as a Schedule āCā Municipal Road Project in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment, October 2000, as amended. The EA Study had built upon findings of the City of Vaughan Transportation Master Plan (2012), the Regional Municipality of York Transportation Master Plan (2016) and the North Vaughan and New Communities Transportation Master Plan (2019) had advanced implementation of the extension of the Kirby Road missing section between Bathurst Street and Dufferin Street in north Vaughan.

In 1994, Schaeffers Consulting Engineers was retained as Lead Consultant by the Vellore Woods Developers Group to provide municipal engineering services for the design of the new residential community, including the stormwater management design. Schaeffers Consulting Engineers has been involved with this project from the conceptual Master Environmental Servicing Planning (MESP) stage beginning in 1994, through the detailed design and governmental review in 1998, and finally to tender, contract and site supervision work in 1999/2000.

Block 10 is part of the area designated within OPA 400, which is a large planning initiative taken by the City of Vaughan in order to manage future growth effectively and efficiently. Central to the philosophy of this initiative is the ecosystem approach to planning whereby a "block plan" that integrates land use, urban design, major infrastructure improvements and traffic systems in one package is submitted for review and approval to the various governing bodies. This large scale co-operative planning approach is designed to establish a framework for development in the area in order to shorten the draft plan approval process.

Woodbridge Expansion Area
The Woodbridge Expansion Area in the Official Plan Amendment 400 (OPA 400) of the City of Vaughan is a 340 ha block of land which will eventually support a population of up to 14,000 people. The OPA 400 emphasizes two major themes: environmental protection based on an ecosystem approach to planning, and a compact and efficient urban form that is based on a well-defined urban structure that integrates land use, urban design, major infrastructure and a public transit system.

Precinct Plan was prepared to support the development of the Humber Bay Shores area in the City of Toronto. The development occupies an approximate area of 7.9 hectares and features approximately 5000 residential units.

Sub-watershed Impact Study
The Subwatershed Impact Study (SIS) was prepared in support of development and growth within the Annexed Lands in the City of Barrie. The Salem portion of Annexed Lands straddles Highway 400 with most of the area located to the west of the highway and occupies approximately 1,470 hectares. Schaeffers was retained by the Salem Landowners Group to provide all engineering services required for the future development of the area from the identification of the opportunities and constraints to the establishment of full build-out conditions.
